Delphi and Survey Are Solving Different Problems
A standard survey is built to describe a population — what a representative sample of people think, do, or experience right now. A Delphi study is built to construct expert judgment on a question where no single source, and often no existing dataset, has the full answer. They look similar on the surface (both use questionnaires) but the underlying logic is different enough that the choice should come from your research question, not your familiarity with one method over the other.
